Addiction and Mental Health Services – Kingston, Frontenac, Lennox & Addington (AMHS-KFLA) is a non-profit organization that delivers community-based mental health, addiction and housing services to more than 7,000 individuals each year in the City of Kingston and the counties of Frontenac and Lennox and Addington.
Focusing on a client-centred model of care, AMHS KFLA’s 225+ highly skilled staff act with an emphasis on psychosocial rehabilitation and harm reduction.

Betty Jo Dean, Chief Executive Officer, is a seasoned executive leader with a career rooted in the not-for-profit sector, bringing decades of experience in community-based organizations. She has demonstrated strong administrative and strategic leadership across diverse sectors, including agriculture, children’s services, and community health.
Throughout her career, Betty Jo has held senior leadership roles at organizations such as Maltby Centre, Family and Children’s Services of Lanark, Leeds and Grenville, and Eastern Breeders Inc. before joining the AMHS-KFLA team in 2020.
As Chief Executive Officer, Betty Jo provides visionary leadership and strategic direction to ensure the organization delivers high-quality, client-centred services. She is responsible for advancing the mission and strategic directions of the agency, fostering strong partnerships, and stewarding the organization’s resources with integrity and accountability.
With a focus on innovation and impact, Betty Jo works closely with the board of directors, agency staff and leadership, as well as community partners to build sustainable programs and strengthen the organization’s role as a trusted leader in the sector.
In addition to holding a professional accounting designation of CPA, CGA, Betty Jo also holds a Master’s of Business Administration from Athabasca University and completed the Public Sector Executive Leadership Program at the Rotman School of Management.
Sean Preston, Clinical Director – Housing, Supports and Crisis, brings over 15 years of experience in the mental health and housing sectors, including more than a decade with AMHS-KFLA. Over the years, Sean has served in a variety of roles spanning direct service delivery and management, with a strong focus on housing and rural service coordination.
In his current role, Sean oversees a diverse and integrated team of program managers and professionals, providing leadership across our continuum of housing programs, as well as critical access points including Intake and Crisis services as well as strategic oversight of community-based initiatives such as Street Outreach, Justice and Kingston Police partnerships, and the Stabilization program.
Sean also plays a key role in building and maintaining strategic, reciprocal partnerships that enhance service delivery, aligning and integrating services with regional initiatives and sustaining responsive service models that evolve with community and client needs.
Sean holds a degree in Psychology from Thompson Rivers University (TRU) and is committed to continuous professional development, staying current with evolving best practices in mental health care, housing models, and crisis intervention.


Victoria Wilson, Clinical Director, Programming and Quality, holds overall accountability for the agency’s quality assurance program and provides strategic leadership across a range of key organizational functions. Victoria provides high-level leadership and support to a broad portfolio of community mental health programs, Court Support, as well as rural mental health services throughout the KFLA region.
With a strong focus on fostering an integrated, client-centred model of care, Victoria is committed to promoting collaboration, accessibility, and continuous improvement across all levels of service delivery. Her work emphasizes consistent assessment practices, responsive service design, and equitable access, especially in our rural communities.
Victoria has over 13 years of experience in her career with AMHS-KFLA in a variety of roles, having served as a Crisis Worker, Team Lead, and Advanced Practice Clinician. She also brings a unique background in psychometrics and assessment from her earlier work with Correctional Service Canada, enriching her clinical and strategic insight. She holds an undergraduate degree in Behavioural Psychology and a Master’s degree in Social Work, complemented by certifications and ongoing professional development in quality improvement, health education, and leadership.
Jessica Poirier, Director of Finance and Human Resources, is responsible for overseeing and leading the agency’s Finance and Human Resources functions. With over 17 years of experience in Finance, Jessica brings strong leadership and expertise to ensure that internal services are consistent, timely, and effectively aligned with the agency’s objectives, while also providing exceptional support to employees.
Passionate about supporting the agency’s mission of providing high-quality mental health and addiction services, Jessica is committed to bridging the functions of Finance and Human Resources to drive operational excellence, contributing to the agency’s growth and the success of the individuals we serve. Her strategic approach is geared toward continuous improvement, ensuring that finance and HR functions operate efficiently, effectively, and in line with industry standards.
Jessica’s career with AMHS-KFLA began five years ago as a Financial Analyst, where she advanced to Manager before stepping into her current role as Director. Jessica is a Professional Accountant with a CPA CMA who holds a Master’s of Accounting from Griffith University in Australia.
